Cernunnos, also known as the “horn” is a Celtic god of fertility, life, animals, wealth, and the underworld.
Virility, fertility, animals, physical love, nature, forests, reincarnation, crossroads, wealth, trade, warriors are areas where it has its influence.
I am skeptical of the fertility aspect. I suspect this comes from a blending with Pan, a totally different figure. The crosslegged position, allegedly, was often used by hunters as an easy way to get up. Cernunnos is never depicted with other common fertility symbols, such as an erection.
I think Cernunnos was a deity of the hunt, and possibly of wealth or nobility due to the occasional torc he is shown having.

Sorta. The Leviticus verse about marking the body seems geared towards placing marks of other gods onto one’s body via scarring or tattooing. It was also a prohibition for the Jews, not necessarily gentiles. To find what prohibitions were extended to Gentiles one must look into the New Testament, that oft forgotten part of the bible.
